Jean-Pierre Unger, born 1954, has been with the Institute of Tropical Medicine since 1981. MD in 1979 at ULB, Brussels, MPH in 1983 from Harvard University, School of Public Health and PhD at ULB, Brussels, in 1992. With extensive field experience in Africa, Asia and Latin America, he is dedicated to documenting international aid and health policies’ impact on public services and systems in developing countries, to contributing to the development of a know how relevant for the management of publicly oriented services and to promoting publicly oriented health policies and management (e-mail: jpunger@itg.be).

Pierre De Paepe was born in 1951. MD in 1977, Antwerp Belgium, MPH in Buenos Aires 1985, certificate of health economics of York in 2005. 25 years in Latin America: Haiti, Peru, Argentina, Ecuador. From 2003 he is with the Institute of Tropical Medicine in Antwerp. Professional experience mainly in PHC implementation, health systems analysis, country case studies in Latin America, health systems funding and financing. Now working in Equity-LA project, a consortium with Barcelona, Institute of Tropical Medicine, Colombia and Brazil (e-mail: pdpaepe@itg.be).

Patrick Van Dessel, MD, MPH, has an extensive experience in health services organization (in Belgium, Malawi and Bolivia), where he worked with local governments and bilateral cooperation agencies. He also has a consistent experience as researcher and in academic teaching at the Institute of Tropical Medicine, where he has been working for close to 5 years and at the Scientific Institute of Public Health (a government institution in Brussels) (e-mail: pvandessel@itg.be).
